This is the same rook pawn that often draws against a queen. Here it loses for one simple reason: your king starts inside the winning zone. The zone has a simple test: you win when your king is within two steps of one of the two key squares beside the corner, here b3 and c2. Close enough, and even the stalemate rule stops saving Black.
